Claim under Freight Subsidy (FSS) Scheme
Check list:
The unit should have valid registration under the Freight Subsidy Scheme (FSS), 2013 issued by the concerned General Manager, District Industries & Commerce Centre (DICC).
The claim application should be submitted on quarterly basis but within one year from the date of incurring expenditure on transportation of raw material and finished goods.
Case specific checks are to be done for the following: (a) for wood based unit, all conditions laid down by Hon’ble Supreme Court fulfilled (b) no claim for transportation cleared in respect of “own vehicle” (c) transportation of coke breeze not included by cement producing units (d) claim by flour mills is not in respect of wheat purchased from the Food Corporation of India

Process and Sequence of steps
Flow Chart for applying for claim under Freight Subsidy Scheme, 2013

Apply in the prescribed application Form along with all relevant Forms/Annexure, Documents, certificates, etc to the General Manager, DICC of the concerned district on quarterly basis.

On receipt of the application and relevant supporting documents as per checklist, same should be verified by the district officials of DICC and forwarded to the Commissionerate of Industries & Commerce within 30 days from the date of receipt of application.

On receipt of the application along with the supporting documents from the DICC, it would be re-verified through a team of officials of Commissionerate and placed before the State Level Committee (SLC) constituted for the purpose for approval.

On approval of SLC, the minutes of the meeting will be forwarded to DIPP to depute a Pre- Audit team to re-examine the proposals.

On receipt of Report of Pre-Audit team, DIPP will release fund to NEDFi for further disbursement to the unit.

Guidelines for filling up the form:
All columns of the form are to be filled up.
All pages of the application Form/ Annexure should be signed by the authorized person with his official seals.
All certificates annexed with the documents need to self attestation.
All application should be on quarterly basis by end of March, June, September & December.
Applicant may also put their digital signature in the specific column.
Eligibility Criteria
The activity should under the purview of FSS, 2013 and should not be in negative list.
Unit should have the pre-registration as per FSS, 2013.
Fees including payment mode: There are no fees for claiming under Freight Subsidy Scheme, 2013.

In case of excisable goods produced by the unit: (a) Certificate from Excise Deptt. showing the quality cleared on quarterly basis. (b) Excise Payment challan/Refund statement showing quantity & value.

In case of local sale; detailed address of purchasers with payment receipt details (cash/cheque etc) CA certificate on the body of the statement.

In case of purchase of RM from outside NER and from within NER: Copy of challan and Consignment Note of transporter endorsed to purchaser.

Employment Certificate from Competent Authority along with list of employees.

Affidavit by the unit certifying registration no. of trucks carrying raw material and finished goods to and from the factory for the relevant period.

Attested copies of RC of vehicles transporting raw material and finished goods to and from the factory and road permit issued by Transport Department or authentic Govt. documents incorporating the truck no.

In case of expansion unit, new capacity assessment certificate to be attached.

Bank Statement for payment made to transporters during the period (payment by cheque only).

In case of finished products sold outside NER or within NER (a) Copy of C-Form against the consignment sold to the party & (b) Photocopy of consignment note acknowledged by the purchasers

In case of Flour Mill following documents are to be enclosed:- (a) Delivery certificate from Railway department if carried by Rail (b) Agriculture cess payment challan in case of raw materials transported by road (where applicable) (c) Quarterly Sales Tax Return covering the claims period authenticated by Sales Tax Deptt. showing quantity and value. (d) All Railway receipt should be in the name of the unit as consignee (e) Raw materials brought from Railway station to factory detailed statement and payment should be made by cheque only. (f) Certificate relating to PDS quota for each quota (whether received or not received) from appropriate authority.
(b) Photo ID, size, Quality, Signature, etc Every documents need to be signed by te authorized persons. No photo ID is required for filling application. Applicant may put digital signature , if so desired.
Important Timeline
(a) Due date for submission: The Claim application should be submitted to the concerned DICC on quarterly basis but within one year from the date of incurring expenditure on transportation of Raw materials and finished goods.
(b) Time for processing ( approximate) The application will be processed at the DICC level and to be forwarded to the Commissionerate within 30 days from the date of receipt of the application. After thorough re-verification, the proposal will be placed before the SLC for approval within 180 days.
How to apply:
i. Steps for applying

Apply in the prescribed application Form along with all other relevant Annexures, Documents, certificates, etc to the General Manager, DICC of the concerned district on quarterly basis.

On receipt of the application and supporting documents, the same should be verified by the district officials of DICC and forwarded to the Commissionerate of Industries & Commerce within 30 days from the date of receipt of the application.

On receipt of the application from the DICC, it would be re-verified through a team of officials of Commissionerate and placed before the State Level Committee for approval.
