Citizen Charter

  • Activities of the Commissionerate of Industries & Commerce, Government of Assam is summarized below

    • To carry out potential Survey , Pre-feasibility , Study with regards to potentially viable projects for investors.
    • To motivate and guide the youths as well as potential investors/ entrepreneurs for setting up industrial units in the state.
    • To provide technical and managerial consultancy services to the entrepreneurs to the best possible extent .
    • To provide infrastructure to the entrepreneurs, arranging workshop, training programme, Seminars, Exhibitions, etc. for motivating entrepreneurs for setting up various enterprises.
    • To provide financial assistance in the form of various subsidies under different schemes/policies.
    • To implement various schemes formulated by Central/State Government for industrial development.
    • To assist the State Govt. in formulation of policies , programmes, projects, schemes, etc. for promotion and development of industries.
    • Liaison with State/ Central Government, other concerned agencies for various works related to industrial development, etc.
    • Any other matter entrusted by the Central/State Government from time to time.

    The Commissionerate of Industries & Commerce, Assam is the nodal agency for implementation of various schemes / programmes through its District level Offices. As mentioned , some of the schemes of the department has direct delivery of services to the Citizen, these are as follows:

    Prime Minister's Employment Generation  Programme (PMEGP)

     This is a Central Government Scheme , implemented through District Industries & Commerce Centre (DICC), Khadi & Village Industries Commission (KVIC) and Khadi & Village Industries Board (KVIB) for the benefit of unemployed youth to set up venture for self-employment. KVIC to issue  Advertisement in print media during June /July every year . Based on the Target and Margin Money allotted to each district , selection process started through a Task Force constituted under the scheme and after due selection , applications have to forwarded for necessary sanction.     Angel Fund Scheme

    Entrepreneurs in Assam are facing shortage of start-up capital in terms of equity to establish or to expand their existing venture. The Angel Fund Scheme is designed to give gainful employment to the first generation entrepreneurs through providing soft loan.  The Department  of Industries & Commerce, Government  of Assam has selected Assam Gramin Vikash Bank (AGVB) as the financial institution to implement the   scheme. The purpose of the scheme  is  to provide easy loan  to skilled as well as un-skilled entrepreneurs for starting or developing micro enterprises under Manufacturing & Service sector, Agriculture & Allied activities or any other sector for gainful employment. Special thrust would be given to rural industries and petty business. Only individuals shall be eligible to avail the loan under the scheme.
