Apply for various incentives under NEIIPP, 2007

Apply for central capital investment subsidy scheme under NEIIPP 2007

  • Ensure activity should under the purview of NEIIPP, 2007 and should not be in Negative List.
  • Unit should have the pre-registration as per NEIIPP 2007, EM-II/IEM, Company Registration certificate along with Article of Memorandum of Association, Partnership deed, Co-operative registration certificate, as applicable.
  • The claim should be submitted within one year from the date of commercial production.
  • The unit should start its commercial production on or after 1/4/2007.
  • Ensure that the right application forms are filled up.
  • Check if all the accompanying documents are submitted while applying.
      1. Rent/Lease deed, allotment letter from any Government agency, non-incumbent certificate, as applicable.
      2. Copies of all bills and vouchers, statement of plant and machinery as per Form:1C(A), certified copies of all bills & Vouchers, Chartered accountant Certificate as per Form:1C(D), Certificate from Bank/Financial Institution as per Form:IC(F) , Certificate from Registered Architect on Civil Construction as per Form: IC(G), as applicable.
      3. Consent of Operation from Pollution Control, NOC from local body, Power Sanction letter, Chalan against First sale , Sanction letter of Bank/FI, Appraisal Report of Bank/FI, 1st Electricity Bill, 1st Bill of purchase of Raw materials, etc as applicable
      4. List of employees with name and designation, Copy of PAN card of Directors/Proprietor/Partners, as applicable.
      5. Registration of VAT/CST, Service tax, Central Excise, as applicable.

Salient features of the approve guidelines of the scheme are as follows

  • The unit should be eligible under NEIIPP, 2007 and should have Pre-Registration to claim Central Capital Investment Subsidy.
  • The District Level Committee (DLC) is authorized to approve the subsidy up to a maximum limit of Rs. Five lakhs in respect of Central Capital Investment Subsidy. Claims of above the limit of DLC shall be considered by SLC.
  • In case of capital investment subsidy exceeding Rs.1.5 crore, the complete claim file of the unit along with minutes of the SLC must be forwarded to DIPP for its consideration or for the consideration of CCEA.
  • The SLC and DLC must be held at least once in a quarter to avoid accumulation of claims.
  • The Director of Industries / District Industries Centre should ensure that all claims should be placed before the appropriate Committee within 180 (One hundred Eighty) days from the date of receipt of the claims.
  • The Member Secretary of the SLC/DLC will intimate the unit concerned to complete all required formalities including Agreement in particular , within 15 (fifteen) days from the date of the SLC/DLC meeting of the respective claims.
  • There should be a representative from the DIPP in each SLC meeting.
  • The claim should be submitted within one year from the date of commercial production.
  • The unit should start its commercial production on or after 1/4/2007.

Overall process flow for the Service

  1. Application to be submitted online at www.diccassam.com and get a hard copy of the application form.
  2. The hard copy of the form along with all relevant documents, certificates, as applicable, to be submitted to the local DICC where the establishment is located.
  3. On receipt of the application along with the documents, same should be physically verified through the district officials.

A. Proposal for District Level Committee (DLC) where the subsidy amount is below Rs.5 lakh
  (a) If the quantum of Subsidy is within Rs.5 lakhs, the General Manager, DICC after detailed verification will place the proposal before the District Level Committee (DLC) for approval.
  (b) On receipt of approval of the DLC , same should be forwarded to the Commissionerate of Industries to placed before the Pre-Audit Committee of Department of Industrial Policy and Promotion (DIPP).
  (c) On receipt of the report of Pre-Audit Committee, DIPP will release fund to NEDFi for further released to Industrial unit.

B. Proposal for State Level Committee (SLC)

  B.1: Proposal where the Capital Subsidy is below Rs.1.5 Cr
    (a) If the quantum of Subsidy is above Rs.5 lakh , the proposal should be forwarded to the Commissionerate after due field visit, inspection, etc within 30 days..
    (b) On received of the proposal from the DICC, same should be re-verified by the officials of the Commissionerate and placed before the SLC for approval.
    (c) On received of the approval of SLC , same should be placed before the Pre Audit Committee of Department of Industrial Policy and Promotion (DIPP).
    (d) On received of the report of Pre-Audit Committee, DIPP will release fund to NEDFi for further released to Industrial unit.

  B.2: Proposal where the Capital Subsidy is above Rs.1.5 Cr
    (a) On received of the proposal from the DICC, same should be re-verified by the officials of the Commissionerate .
    (b) After completion of verification from the Commissionerate, same should be re-verified through a designated Field visit team of officers comprising with Experts, nominated members from Government departments , etc.
    (c) On received of the report from the Field Visit team , same should be placed before the SLC for approval.
    (d) After the approval of SLC, the proposals along with the minutes should be forwarded to the Department of Industrial Policy & Promotion (DIPP).
    (e) On received of the proposal , re-examined by the Pre Audit team of DIPP at Delhi.
    (f) On received of the report of Pre-Audit team, DIPP to place the proposal before the Empowered Committee constituted under the Chairmanship of Secretary DIPP or to the Union Cabinet as the case may be.
    (g) On approval of the Empowered Committee or Union Cabinet, fund shall be placed at NEDFi for further released to the Unit.

Eligibility Criteria:

  1. The activity should under the purview of NEIIPP, 2007 and should not be in Negative List.
  2. Unit should have the pre-registration as per NEIIPP, 2007.

Guidelines for Filing up the form

  (i) All columns of the form are to be filled up:
  (ii) Manufacturing sector to fill up Part-1, II and IV
  (iii) Services Sector to fill up Part-1,III and IV.
  (iv) While putting any value in the designated column, Coma (“,”) and ".00" ( dot Zero Zero) should be avoided. There is no bar from using upper and lower case in the specific boxes.
  (v) Applicant may also put their digital signature in the specific column.

Fee including the payment mode

There are no fees for applying Central Capital Investment Subsidy under NEIIPP, 2007.

Accompanying documents required including

(a) Certificates: As per Checklist, following Certificates, as applicable, are required to be submitted:

1. Constitution of the unit
  a. In case of Private Limited / Public Limited company
    i Registration Certificate under Companies Act
    ii Memorandum and Article of Association
    iii Name & Address of the Director with their PAN no
  b. In case of Partnership unit
    i Deed of partnership
    ii General Power of Attorney
    iii Name & Address of the Partners with their PAN no
  c. In case of Co-operative Society
    i Registration Certificate from the Jt. Register of Co-operative Society
    ii Article of Memorandum of Association
    iii Resolution of the general Body for registration of the unit.

2. Registration
  a. In case of new unit
Entrepreneurs Memorandum Part I & Part II/IEM /LOI/IL (as applicable)
  b. In case of existing unit undergoing expansion:
PMT regn./Entrepreneurs Memorandum Part II/IEM/LOI/IL (as applicable)

3. Land & Building
  a. In case of own land
    i Purchase deed / gift deed/any other document to establish the ownership
    ii Upto date non-incumbent certificate

4. Certified copies of all bills, vouchers & money receipt of plant and machinery
5. Certificate of fixed capital investment from a Chartered Accountant as per Form: 1C(B)(i)/Form: 1C(B)(ii)
6. Certificate from Financial Institution/Bank , regarding disbursement ,vide Form:1C(D)
7. Certificate from a Chartered Accountant regarding Sources of Finance as per Form:1C(F)
8. Certificate from Registered Architect on Civil Construction, Form:1C(G)(i)/ Form:IC(G)(ii)
9. Power sanction letter and first bill from State Electricity Board/ Competent Authority/Competent Department.
10. No objection certificate from local body/authority
11. NOC/Consent for operation from Pollution Control Board
12. Affidavit as per Form:1C(C )
13. Tea Board registration Certificate in case of a Tea Factory
14. Registration certificate under NEIIPP, 2007 issued by DIC
15. PAN Card of the Directors/Proprietors/Partners
16. Sales tax/VAT, Central excise clearance certificate
17. Certificate of the unit having become functional/operational indicating date of commencement of function/operation from the concerned department as applicable (in case of service sector units)

(b) Photo Id, size, quality, signature etc.
  Every documents need to be signed by the authorized persons . No Photo ID is required for filing application. Applicant may put their digital signature if so desired.

Important Timeline

(a) Due date of submission:
Within one year from the date of commercial production of the unit.

(b) Time for processing:
At the DICC level maximum time limit for forwarding the application to Commissionerate is 30 days and the proposals should be cleared within 180 days from the date of receipt of the application.

How to apply

a. Steps for applying:
i. Make sure that the unit is eligible to apply and follow the steps.

The unit should be eligible for the Central Capital Investment subsidy having EM-II/IEM and Pre Registration Certificate under NEIIPP, 2007.

The unit should log in to www.diccassam.com and submit the application and get an ID number and printed copy of the application form.

Applicant along with all relevant documents to submit their application to concerned District Industries & Commerce Centre ( DICC) .

DICC will do a physical verification, authenticate all documents and forward to the Commissionerate Office at Bamunimaidam.

After thorough scrutiny, the proposal to be placed before the State Level Committee under the Chairmanship of Commissioner & Secretary, Industries & Commerce Department.

After approval , the same is to be communicated to Department of Industrial Policy & Promotion (DIPP) , Government of India  to  carry out pre-audit through a team of designated auditors of DIPP.

After completion of pre Audit, DIPP will communicate to  NEDFi for release of Fund to the unit.

On receipt of Pre Audit Report and Fund, NEDFi will release the subsidy to the unit with a communication to Commissionerate. The list of units to be uploaded by NEDFi in their site immediately.
